Burns and Abood (2019 have defined controlled substances as drugs that are regulated by the government due to their potential for misuse and abuse. The five schedules of controlled drugs are based on the potential for abuse, accepted medical use, and potential for addiction and these are explained as schedule I to schedule V. Schedule I refers to those drugs that are not accepted for medical use and have a high potential for abuse for example heroin, LSD, and marijuana. Schedule II are those controlled substances that have a high potential for abuse but with accepted medical use. Schedule III are drugs that have a moderate to low potential for abuse and are accepted for medical with the common examples being Tylenol with codeine, anabolic steroids, and ketamine. Lastly, Schedule V are drugs with the lowest potential for abuse and are generally embraced and accepted for medical use. Examples include cough medications containing less than 200 mg of codeine per 100 ml.

The rationale for categorizing drugs is that they have the potential to be abused, cause addiction, and be used for illegal purposes. Soelberg et al. (2018) stated that categorizing controlled substances helps regulate their use and prevent abuse alongside ensuring that people have access to medications they need while reducing the potential for addiction and misuse. The associated controls for prescribing controlled substances in each schedule vary from state to state. So to speak, for Schedule I and II drugs, a practitioner must be licensed to prescribe these substances, and prescriptions must be written on special triplicate forms. In addition, Schedule III and IV drugs require practitioners to be licensed in order for them to prescribe these substances, and prescriptions must be written on regular prescription forms. For Schedule V drugs one is required to licensed. In this case, however, prescription forms are not necessary. In certain states, however, additional requirements exist for example obtaining authorization from the state or federal government in order to prescribe certain controlled substances.
