In your own words, write a short description explaining the process of how a bill becomes a law. Be sure to briefly summarize each step in the process.

A bill becoming a law in the state of Arkansas follows a seven-step process. First, the draft bill is brought to the state senate (by state senators) and house of representatives (by state representatives). The draft bill is designated as SB for senate bills and HB for house bills. Second, the bill is read two times in the chamber to which in was introduces then assigned to a pertinent committee. Third, the bill’s sponsor (legislator who introduced the bill) presents arguments for the bill even as other stakeholders present their opinions on the bill with the committee making amendments where necessary. Fourth, the committee votes on the bill, either passing the bill in its original form, passing the bill after amendments, or not passing the bill. Fifth, the bill that passed the committee is taken to chamber for consideration where it is read, discussed and voted. Sixth, the bill is taken to the second chamber (from senate to house or from house to senate) where it is discussed, assigned to relevant committee, and amended if necessary before being voted. Any bill amended in the second chamber must be taken back to the first chamber for voting. First, a legislator sponsors the bill as only a member of congress can introduce a bill into the Senate or House of representatives. Second, the bill is introduced into either the House or Senate where it is read. Third, the bill goes to a committee where its implications are explored. Fourth, subcommittees review and amend to the bill were necessary following hearings. Fifth, the committees mark up the bill by making additional changes and amendments. Sixth, the bill is presented to a full chamber and subjected to a vote. Seventh. A bill that passes the vote is referred to the other chamber where it is read, passed to committees and subcommittees for hearings and amendments, and subjected to a vote. Eighth, a bill that passes the vote in both houses is presented to the president for approval or veto. The bill becomes law once signed by the president. If opposed, the president would veto the bill. Ninth, any bill that passes both houses but is then vetoed by the president can go back to the congress who can override the veto through a two-thirds majority vote (Ginsberg & Hill, 2019; Mason, 2020).
