Introduction

The opioid crisis is a major population health priority that has affected many people, families, and communities across the country (Blanco et al., 2020). This kind of opioid has been misused in prescription pain pills, heroin, and synthetic opioids such as fentanyl and it has caused increased rates of addiction, overdose, and death. The Obama and Trump administrations were not oblivious to the gravity of this problem and had put in measures and rightfully apportioned funds to deal with this problem. Considering their strategies, one can learn how some healthcare concerns get the attention of political leaders and politicians and how federal bodies, finances, and advocacy support the nation’s health problems.

Agenda Comparison Grid Assignment Template for Part 1 and Part 2

Part 1: Agenda Comparison Grid

Identify the Population Health concern you selected. Opioid Epidemic
Describe the Population Health concern you selected. Opioid use disorder also known as opioid dependency is a public health crisis that results from using opioids such as prescription opioids, heroin, and synthetic opioids such as fentanyl (Dydyk et al., 2024). The policy has led to increased instances of overdose, and cases of addiction and expanded the economic inconvenience of assailing the health sector tremendously.
Administration (President Name) Barack Obama Donald Trump
Describe how each of the two presidential administrations has addressed this issue. Overhauling of Medicaid offered under the Obama Care as a means of pushing for increased treatment. Signed Central Adoption Resource Authority (CARA), which aimed to prevent addiction, and provide treatment and recovery. It declared the opioid epidemic a public health emergency. Aimed primarily at law enforcement, the STOP Act to limit the importation of fentanyl, and additional funding for prevention activities (US Customs and Border Protection, 2024).
Identify how the current and previous presidents have allocated resources to address this issue. Allocated $94 million in 2016 to support medication-assisted treatment programs (Jacob, 2016). Secured $1.5 billion in 2018 through the SUPPORT Act for states to combat the crisis (Administration (SAMHSA), 2024).

Part 2: Agenda Comparison Grid Analysis

Administration
Which administrative agency (like HHS, CDC, FDA, OHSA) would most likely be responsible for helping you address the healthcare issue you selected? Why is this agency the most helpful?

Likely Agency: Health and Human Services (HHS)

Reason: HHS supervises programs such as the Centers for Disease Control and Prevention

(CDC) and Substance Abuse and Mental Health Services Administration (SAMHSA) plays a critical role in handling the opioid problem (SAMHSA, 2022)

.

How do you believe your chosen healthcare issue could be added to the presidential agenda, and what strategies could help keep it there? By lobbying healthcare organizations, raising public awareness, and incorporating alarming costs of the epidemic on society and the economy to public attention. Rates of deaths resulting from overdosing are rising, data fetched from the CDC can be used to stress this aspect.
Who would you select as the entrepreneur, champion, or sponsor for your chosen healthcare issue? This could be a celebrity, legislator, agency director, or another influential figure. For example, Michael J. Fox serves as a champion for Parkinson’s disease. The winner is Dr. Vivek Murthy, a U.S. Surgeon General for his efforts to promote the issue of opioids as well as the treatment of addiction. Rather, stars like Matthew Perry who is supporting the cause of overcoming addiction can inform the public about it.

Fact Sheet

The opioid crisis has been catastrophic within the United States, as many people have been killed by overdoses related to opioids from 1999 to 2020. This catastrophe goes beyond the innocent lives lost, costing more than 78 billion US dollars a year, in treatment, wages lost due to criminal activities, and law enforcement. Tackling this epidemic presupposes synergy and the development of various social policies that would lessen the impact of this trend. It would be during Obama’s presidency that several major strategies began to be put into place to address the growing problem of opioids.

Medicaid has become the main method of payment for treatment programs and more people gained access to care for addiction under the Affordable Care Act (ACA). Further, the CARA, or the Comprehensive Addiction and Recovery Act was brought in which targets prevention, treatment, and recovery programs for patients. In 2016, $94 million was provided by the administration for supporting medication-assisted treatment, that focused on the use of evidence-based treatment for managing addiction.

Trump’s presidency also did not abandon this issue – the administration extended the Obama administration’s actions and proclaimed the opioid epidemic to be a public health emergency and introduced measures aimed at countering it. A campaign novelty amongst these was the enacted STOP Act that limited the importation of synthetic opioids like fentany1.

In addition, $1.5 billion was allocated by the SUPPORT Act of 2018 for state-based private and public prevention and treatment programs to expand support access to communities. Federal agencies have been on the center stage in the fight against opioid epidemics. HHS, CDC, and SAMHSA are among the organizations that have been used in policies, programs funding, and overall direction of activities in the populace’s health. They therefore remain relevant in fighting this persisting problem to date. Thus, the further strategy designed to cope with the opioid crisis has to be concentrated on the continuation of the preventive activities accompanied by the increase of treatment availability.

Conclusion

The case of the opioid epidemic illustrates a truly population health issue that can only be addressed through a complex web of intervention and the long-term political will of successive governments. During Obama and Trump’s administrations, the United States was making progress in combating this epidemic via treatment, prevention as well as law enforcement measures. However, the crisis remains, so the problem calls for constant cooperation between ministries, healthcare facilities, and populations worldwide. Such strategies give insight into future health cases so that attempts are made to use available resources in the utmost way to minimize the rate of new incidents and deaths.
