As a result, the competing needs create tensions that compel lawmakers involved in healthcare reforms to make nuanced compromises across interdependent facets of healthcare delivery in order to gradually improve system outcomes (Kelly & Porr, 2018). Some of the competing needs in healthcare delivery, such as healthcare workforce shortages, limited financial resources, and rising patient demands, create difficult tradeoffs in healthcare policymaking. While the workforce demands better pay and working conditions, these needs must be balanced against the high costs of healthcare and limited budgets. As such, policies aimed at improving healthcare access and quality of care to patients must compete with policies focusing on healthcare investments and reforms. According to Kruk et al. (2018), effective healthcare policies should prioritize the interrelated competing needs through compromise and evidence-based analysis of healthcare system incentives, costs, and expected benefits.
