Representative Seth Moulton [D-MA-6] Introduced Bill H.R. 6991 To establish the policy of the Department of Veteran Affairs on medicinal cannabis on March 08, 2022, to 17th Congress.

SECTION 1. DEPARTMENT OF VETERANS AFFAIRS POLICY ON MEDICINAL CANNABIS

“(a) Policy—The policy of the Department of Veterans Affairs on medicinal cannabis is as follows” (H.R.6991 – 117th Congress 2021-2022). This Bill has been introduced in hopes of helping veterans be able to use cannabis without fear of having benefits taken from them. In this section he talks about how no veteran shall be denied access to his/her health benefits, how they should feel free to discuss their use with their primary care providers without fearing loss of benefits. It also includes discussing the medicinal use as part of a care plan, and those providers should not be retaliated against for discussing cannabis use with their patients. SECTION 2. SURVEY ON CANNABIS USE BY VETERANS.

“(a) In General—The Secretary of Veterans Affairs shall seek to enter into an agreement with a federally funded research and development center to conduct surveys nationwide to measure cannabis use by veterans” (H.R.6991 – 117th Congress 2021-2022). In this section veterans were surveyed from different aspect of health issues such as mental health programs, the intent of use, and the conditions in which they were in when they used it. They were also surveyed on the types of cannabis they used, how they used it, frequency, and the times they used it.

There is also a subsection talking about the providers. In this section they surveyed providers experience of providers, how the medicinal cannabis changed the patients, if plans were modified, and if there were any adverse reactions.

SECTION 3. TRAINING IN USE OF MEDICAL CANNABIS FOR DEPARTMENT OF VETERANS AFFAIRS PRIMARY CARE PROVIDERS. This section talks about the Secretary of Veterans Affairs training providers on the use of medical cannabis.

Medicinal cannabis has been used for many years in hopes of helping ease and cure people who have issues with anxiety, post traumatic stress, chronic pain, and other mental health problems. And although many states have legalized the use of marijuana majority of the states have not. In the article Therapeutic benefits of cannabis: A patient survey they talk about cannabis being effective in treating these patients with no grave side effects. The worse side effect being death. “It cannot be over-emphasized that there has never been a death from overdose attributed to cannabis” (Webb, C. W., & Webb, S. M. 2014, April). If more physicians prescribed medicinal cannabis, they would be able to cut down on prescribing opioids and other medicines that have dangerous side effects to help with mental health problems and pain. I think based on the evidence provided by different articles of research medicinal cannabis is more beneficial than not. It is all natural with no harmful side effects. “Cannabis is relatively non-addicting, and patients who stop using it (eg, while traveling) report no withdrawal symptoms” (Webb, C. W., & Webb, S. M. 2014, April). Cannabis would be of great use for veterans hopefully in the near future this Bill is passed, and they can start using it without any consequences.
